One of the hardest conversations we have at Birmingham Dogs Home is when someone feels they have no choice but to give up their dog because of housing issues.
We hear it far too often. Families struggling to find pet-friendly rented accommodation, owners worried about moving home, people desperately trying to keep their dog but facing “no pets” policies that leave them feeling stuck and heartbroken.
For many people, dogs are not “just pets”. They are companionship, comfort and family. The thought of having to choose between a home and your dog is something no owner should face.
That’s why the new Renters’ Rights changes are such an important step in the right direction for dog owners. Pets included are dogs, cats and small furries.
The new law aims to make it fairer for responsible tenants with pets by giving renters the right to ask for permission to have a pet in their home. Requests must now be considered fairly and individually, and blanket “no pets” bans are no longer acceptable.
Landlords will also be expected to respond to requests within 28 days, helping to give renters more clarity and reassurance during what can already be a stressful time.
Whilst tenants will still need to ask for permission in writing, landlords can no longer automatically refuse pets without a valid reason. Of course, there may still be situations where refusing a pet request is reasonable, such as properties that are unsuitable due to size or layout. Of course, there may still be situations where refusing a pet request is reasonable, such as where a property may not be suitable for a dog’s size, welfare or exercise needs, where there are legitimate health or safety concerns, allergies within shared accommodation, legal restrictions already in place within the building, or where the animal may not be legal to own under UK law.
Whilst we know this won’t solve every housing challenge overnight, we do hope it encourages more positive conversations around pet-friendly renting and helps keep more dogs in loving homes.
As a rescue charity, we see the emotional impact housing struggles can have on both dogs and owners. Some people contact us absolutely devastated because they have exhausted every option and simply cannot find somewhere that will allow their dog.
Sadly, housing issues remain one of the many reasons dogs still end up in rescue centres across the UK. We hope changes like this could help prevent some of those heartbreaking situations in the future and keep more dogs where they belong, at home with the people who love them.
Of course, this change only works if everyone plays their part. Responsible dog ownership, open communication and making sure dogs are happy, safe and well cared for within the home environment will all help create more confidence around pet-friendly renting in the future.

- Be open and honest with landlords
- Make sure their dog’s needs can be met within the home environment
- Keep on top of training and behaviour
- Ensure dogs are not causing damage or distress within the property
- Consider whether the property is suitable for their dog’s welfare needs
